Unable to Play Flash Sites / Shows Download failed

Issue description

Chrome Version       : 55.0.2868.3
URLs (if applicable) : 
http://drmtest2.adobe.com/AccessPlayer/player.html
https://www.yahoo.com/movies 
http://www.cnn.com/videos

Flash version: 23.0.0.181

What steps will reproduce the problem?
(1) Install and Launch chrome by appending flag: "--component-updater=test-request"
(2) Try navigating to the above sites listed
(3) On the video player it shoes "Download Failed" Error Message on both corp and non corp networks

Navigated to chrome://settings/Content and observed that all the Options under "Flash" cannot be edited and by default "Block Sites from running Flash" is selected.

What is the expected result?
Flash sites should play without any error

What happens instead?
Flash sites does not play and shows Download failed error on player.

Currently issue is observed only on LINUX OS (Ubuntu OS 14.04)

Could this be something related to network. Could someone please help us to triage this issue. The same videos play on Windows 10 and Windows 7 OS.

Able to play the Flash sites using the steps above on Ubuntu 14.04 using Beta # 54.0.2840.34.

Linux works a little differently from Windows and Mac, in that we can't swap out Flash Player dynamically in session.  To see if the component update took, the user needs to restart the browser.

If that's the issue, we likely just need to improve the messaging for that case so that it's clearer to the end user.
( Issue 641611  tracks the Linux messaging issue.)

Per chat with Anthony, this is independent of Flash version so moving forward with pushing Flash version #23.0.0.181 via component update to Canary/Dev/Beta.

Just tried restarting chrome after appending the flag as mentioned in comment#5 and tried playing the flash sites and it is working fine. Flash Sites are playing fine.
