Regression: [MD Settings] Focus get lost from 'Add address' link on 'Autofill settings' page.

Issue descriptionChrome Version: 55.0.2872.0 5264ac775e58852ece697a6e26117d72181c4f41-refs/heads/master@{#420859} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/autofill page. 2. Keep focus on 'Add address' link using 'Tab'key and press 'Enter' key to open 'Add address' overlay. 3. Now, press 'Esc' key from keyboard to close the 'Add address' overlay and observe the focus. Focus get lost from 'Add address' link. Focus should stay on 'Add address' link. Note: The same issue is reproducible for 'Add credit card' link also. This is a regression issue, seen from M-54 series, blow is manual regression range Good build: 54.0.2795.0 Bad build: 54.0.2796.0 Kindly review the attached screen-cast for reference.
