Regression: Weird UI is seen for drop-down list on chrome://md-settings page.

Issue description

Chrome Version: 55.0.2872.0 5264ac775e58852ece697a6e26117d72181c4f41-refs/heads/master@{#420859} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings page.
2. Observe the drop-down of "Font size/Page zoom" under 'Appearance' section.

More space is seen between drop-down arrow and selected text.
No such space should seen between drop-down arrow and selected text.

This is a regression issue, broken in M-55 series, below is manual regression range.

Good build: 55.0.2844.0 
Bad build: 55.0.2845.0

Using the per-revision bisect providing the bisect results,
Good build:55.0.2844.0(Revision:415023).
Bad build:55.0.2845.0(Revision: 415522).

You are probably looking for a change made after 415048 (known good), but no later than 415049 (first known bad).

Don't fully understand the issue. Who says that what is displayed in comment#3 screenshot is "extra space"?

paper-dropdown-menu-light by default comes with a 200px width, see https://cs.chromium.org/chromium/src/third_party/polymer/v1_0/components-chromium/paper-dropdown-menu/paper-dropdown-menu-light.html?l=104.

This width is preserved when migrating to <select> as shown at https://cs.chromium.org/chromium/src/chrome/browser/resources/settings/select_css.html?l=18.

With response to comment #6: As shown in the comment #3 screenshot, Width of papper-dropdown box is increased. which is mentioned as "extra space".

The displayed width is 200px as desired, see screenshot. Please re-open if that is not the case.
