What steps will reproduce the problem?
1. Launch chrome and navigate to NTP and open devtools
2. Now go to 'Audit' section and click on 'Run' button at bottom of window.
3. Now click on 'Remove unused CSS rules' expand icon and expand all lists below it,observe

Actual: Scroll bar doesn't appear after expanding all lists 
Expected: Scroll bar should appear after expanding all lists

This is regression issue, broken in ‘M 54’ and below is manual regression and will soon update other info
Good build : 54.0.2821.0
