Issue description

Mode: force_next
Version: 55.0.2858.0
Reproduction Steps: 
1. Set typing echo to "No typing echo".
2. Press CTRl+ALT+Z to turn off chromevox Next.
3. Repeat previous command to turn on chromevox Next and start typing.
