The change which was rolled in in https://codereview.chromium.org/2368153002 seems totally unrelated; it was https://chromium.googlesource.com/chromium/tools/build/+/8bf821d4cbeff1e77bd12970cd9c50308cf2dc10, a small change which was just renaming a builder. So it shouldn't have affected anything.. looking at the build history (https://build.chromium.org/p/chromium.win/builders/Win7%20Tests%20%281%29), it looks like browser tests have been flaky for a while, so I don't know if it's the recipe roll which is at fault. Sorry, wish I knew more :(
