Remove Quriks Client code to load icc files included on device

As per Issue 468191, icc files were originally baked into all Chromebooks.  With the Quirks Client / Server system ( Issue 549349 ), this is no longer necessary.  With  Issue 649739 , these files have been removed from the ChromeOS file system, and will only be available via Quirks.  Consequently, the Quirks Client code that looks for icc files in /usr/share/color/icc/ is now obsolete, and should be removed.
