Dragging security indicator to Chrome on Dock opens URL twice

What steps will reproduce the problem?
(1) Drag the security indicator (e.g. lock icon) onto the dock.

What is the expected output?
The URL opens once.

What do you see instead?
The URL opens twice, in two new tabs.
