Extension badge text is clipped on the bottom: alignment is off by 1 pixel

Reported by woxxom@gmail.com, Sep 24 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2868.3 Safari/537.36

Steps to reproduce the problem:
1. chrome.browserAction.setBadgeText({text: 'go'});
Or install the attached demo extension

What is the expected behavior?
The text is readable.

What went wrong?
The descender in "g" is cut off, the text appears almost as "oo"

Did this work before? Yes Before MD. IIRC the alignment was off since the first builds with MD-top but back then I always switched to non-MD after a couple of minutes.

Chrome version: 55.0.2868.3  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

It's probably specific to my PC, but so far Chrome is the first and only app I use that can't position text properly. If needed I can try digging in the debugger, just tell me where to look approximately.

Apparently, the alignment was unideal in classic UI as well, however the descender wasn't cut off, see the attached pic.

This is still an issue.
The text is clipped just the same.
