Reproduction Steps: 
1. hangouts.google.com
2. type a message
3. Use arrow keys with/without ctrl, shift

Observed: Silence
Expected: Like build from last Wednesday (1.5 weeks ago), editing/reviewing contents of text area to be uttered

I cannot repro this bug. Where does this occur?
