Long downloads don't show progress to users

Issue description

Version: 55.0.2868.0
OS: Android

I kicked off a download of cnn.com on 2g-poor.  It took a long time about 20 minutes to finish downloading the 1.8MB page, during that time I wasn't able to see the progress - it wasn't clear if I'd need to wait another 20 minutes, or if it was 99% done.

It would help users out a lot, if they can see what the progress is for content heavy pages.  Some pages are 3~4MB (so 30~40 minutes to download) and not knowing the status can be frustrating.

What steps will reproduce the problem?
(1) Start Chrome with offline pages enabled on a slow connection
(2) Navigate to a content heavy page (cnn.com, wsj.com)
(3) Start downloading the page.

What is the expected output?

A notification with a status bar showing the progress of the download will appear.

What do you see instead?

A notification that simply says the download is in progress (no updates until it complets) appears.

Please use labels and text to provide additional information.

Works as designed but could be PM feature topic to try some coarse progress percentage estimate for web page loads. Redirecting to dahlke to consider or close.

Thanks for the feedback, we have discussed this at length and have already received user feedback to the same effect. Because a page "download" is really a standard pageload, we don't know what the size will be, so we cannot provide real download progress. However, in M57 we will be adding a byte counter, so that users can at least see how much content has already downloaded. It won't solve the problem of "how much longer will this take," but it does provide some information.
