EC: cleanup: Add CONFIG_RTC

Right now there are two configs:

  CONFIG_CMD_RTC
  CONFIG_HOSTCMD_RTC

But really, we should add CONFIG_RTC. Since RTC prints from the chipset task are being added with this CL(https://chromium-review.googlesource.com/#/c/388802/), one could remove support for the console command, but still want the chipset task to print them. It'd be cleaner if it were just under CONFIG_RTC.
