If a user bookmarks https://en.wikipedia.org/wiki/Chromium and it is saved as an Offline Page. A new navigation (new tab) to https://en.wikipedia.org/wiki/Chromium#Characteristics will not load from the Offline Pages feature. This appears to be because the comparison of GURL's at https://cs.chromium.org/chromium/src/components/offline_pages/offline_page_model_impl.cc?rcl=1474629705&l=635 is a comparison of the full spec, which includes the ref() (fragment target).

It seems like the comparison should compare the path and the query of the two GURLs.
