HBD: Ensure that Enterprise Policy ASK does not use the SEI threshold

Issue description

If an enterprise has set the policy to ASK, we should not use the SEI threshold to allow Flash.

Add checks that ensure flash isn't exposed to a page if an enterprise ASK setting is in effect

Currently site engagement can be used to detect if flash should be exposed to a
website. But enterprises need predictable control over when flash will run.
This change ensure that site engagement won't be used to expose flash if an
enterprise ask setting is in effect.
