LTI::LastScrolledLayerId isn't completely precise

Issue description

The LTI::LastScrolledLayerId is set using SetCurrentlyScrollingLayer which isn't completely precise w.r.t the viewport because for viewport scrolling, we always set the currently scrolling layer as the one layer that represents the viewport.
 
bokan@ has suggested some possible solutions for this in https://codereview.chromium.org/2365793002/ (comment 12)

passing this on to weiliagnc@, this is used by the jitter metric, since the metric is not used naymore, maybe just delete it ?
