Steps to reproduce the problem:
1. Enable MD extensions flag (chrome://flags/#enable-md-extensions).
2. Install linked extension. (Disclaimer: this is my own project. I don't know of any other extensions that are implementing the optionsV2 API outlined here: https://developer.chrome.com/extensions/optionsV2)
3. Click the browser action button and click Options, or navigate to chrome://extensions/?options=mceoomlpmmmghcdfammgcjnhdnnambef to attempt loading the extension options page.

What is the expected behavior?
Options page loads.

What went wrong?
No options page loads. The link opens the extensions page, but the options page is not loaded.

Did this work before? Yes This worked in the old extensions UI.
