Issue description
The file gnu/stubs-32.h seems to be missing. For instance, in lulu-release build 419:
arc-mesa-12.1.0_pre-r16: /build/lulu/usr/include/gnu/stubs.h:7:27: fatal error: gnu/stubs-32.h: No such file or directory
I am not sure how much pain is caused by AFDO builds breakage so I am making this Pri-2 only for now.

Right, this happens with some overlay inheritance problems which should be resolved with tehse CLs for all the Auron derivative systems. Kevin mario and strago may be something else, kevin and strago were known to be working and mario should be untouched by anything arc related.

https://chromium-review.googlesource.com/#/c/388801/1 should fix strago (and glados) mario and kevin look like some other sort of hw test failure. Since the changes are still in flight we can keep this open for now, I can close this out once they are confirmed in.

buddy is the only remaining one, we need: https://chromium-review.googlesource.com/#/c/388909/ then https://chrome-internal-review.googlesource.com/#/c/289760/ If the CQ is on our side, this should be entirely resolved by EOD.
