Graphic glitches at long-tap (touchscreen) on links in Chrome

Reported by spin...@gmail.com, Sep 23 2016

Issue description

Chrome Version: Google Chrome 53.0.2785.129
Chrome OS Version: Platform 8530.90.0
Chrome OS Platform: Acer Chromebook R11 (CB5-132T)

Steps To Reproduce:
(1) Open Chrome browser
(2) Right-click any link by long-tap on touchscreen

After long-tap on any link in the browser to open the context menu, a broken text overlay appears. This overlay will only be fully shown, if the finger is slightly moved. Releasing the finger from the screen enables the context menu as expected. Please see the attached screenshots for further explanation.

This problem can be seen on any link an any web page. Alternatively using the touchpad with two finger tap on the link, shows the context menu without any problems.
