rename test-results-hrd to test-results

The appengine project name doesn't match the domain name and can be confusing. We should rename it.

I decided to open a bug for it instead of just doing it since I'm not sure if we need to update references elsewhere.

We need to do test-results-hrd and test-results-test-hrd.

Cool, didn't know test-results-test-hrd existed. Renaming would be helpful. I've wasted hours of time trying to find a bug in my CL, where I've changed test-results into test-results-hrd in one place and forgot in another.

Status: WontFix (was: Available)
It turns out we can't just change the project ID and we can only rename the display name. It's not worth creating a new project just for this.
