Steps to reproduce the problem:
1. Open new chrome 
2. Type google.com
3. drag the corner of the screen and you could see all the controls getting truncated rather than being responsive

What is the expected behavior?
Page should be responsive

What went wrong?
All the controls on the google.com gets truncated and the page is not responsive. Looks like the chromiumbugs.app url also.
