The policy to erase local user data leave little local disk space free

Issue description

Chrome Version       : 53.0.2785.103


What steps will reproduce the problem?
(1) Set the policy on a managed chromebook to erase user data on logoff
(2) Logon to the device - free storage is reported at ~900Mb region
(3) If device is moved back to don't erase all local data on logoff typically ~10Gb are free.

What is the expected result?
~10Gb local storage free on a device set to wipe local data on logoff

What happens instead?
Around 500-900Mb are free instead. this causes some sites to not work and renders apps such as Screencastify unusable.

possible.

We have a large app (Android based; installed via ARC) that schools were having trouble installing because of this issue.  The ramifications of this policy are not at all clear.  After we told schools to change the policy to "don't erase all local data on logoff" and the installation issue went away.

Please make this clearer in the docs or fix it if it is a bug.
I think this is a dupe of 436103.
