Regression : Drop down list of chrome://md-settings page is still seen even on right click on the page

Version: 55.0.2868.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://md-settings page 
(2)Now click on any Drop down list(Ex: Page Zoom, Font size, Search Engine)  and now right click on the page and observe (Please refer Video)

Expected: Drop down list should not be seen on right click on the page
Actual: Instead Drop down list is seen 

This is Regression Issue broken in M-51

**Correction**
This is Regression Issue broken in M-53

Able to reproduce this issue on Mac OS 10.11.6 using chrome latest Dev M55-55.0.2868.0 as well.

Using the per-revision bisect providing the bisect results,
Good build: 53.0.2748.0(Revision: 395748).
Bad build: 53.0.2750.0(Revision: 396337).

You are probably looking for a change made after 395825 (known good), but no later than 395826 (first known bad).

Looking at the changelog of the Polymer roll, I would guess this was caused by a change to iron-overlay-behavior: https://github.com/PolymerElements/iron-overlay-behavior/pull/181.

This was several months ago, so I don't think it needs to be P1 -- maybe it is even a WontFix?

Passing over to settings folks to triage further.
