Regression: Drop down list of Origin info bubble is misplaced for Arabic language.

Chrome Version: 55.0.2869.0 (Official Build) 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} (32/64-bit)
OS: Windows (7,8,10)

Steps:
1. Launch Chrome and change browser language to Arabic from chrome://settings/addLanguage.
2. Navigate to any URL e.g webstore and click on View site information icon
3. Now click on any drop down under Permissions and observe.

Actual: Drop down list of Origin info bubble is misplaced.

Expected: Drop down list of Origin info bubble is should be seen properly.

This is a regression issue broken in M-55, will soon update bisect info.

Good build:55.0.2855.0
Bad build: 55.0.2857.0

Note: Above issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2855.0 (Revision: 417475).
Bad build: 55.0.2856.0 (Revision: 417845).

You are probably looking for a change made after 417666 (known good), but no later than 417819 (first known bad).

Unable to reproduce this issue on Windows-10 using chrome latest Dev M55-55.0.2879.0 by following steps mentioned in the original comment. Observed the drop down list of Origin info bubble is seen properly as expected. So closing it for now, please reopen or raise a new issue if you come across the similar one on latest chrome version.
