Regression: Unnecessary 'Remove' option is seen in drop down list of 'English' languages.

Issue descriptionChrome Version:55.0.2869.0 (Official Build) 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} OS: Windows (7,8,10), Mac(10.10.5,10.11.4) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings/languages (2) Click on drop down icon then click on iron icon of 'English' and observe. Actual: Unnecessary 'Remove' option is seen in drop down list of 'English' languages. Expected: 'Remove' option should be disabled in drop down list of 'English' languages. This is regression issue, broken in 'M 55' and will soon update the bisect info Good build:55.0.2868.0 Bad build:55.0.2869.0

Unable to reproduce the issue on Mac OS 10.11.6 using chrome latest Dev M55-55.0.2869.0 as well. On both the version the remove option is enabled. rkote@- Could you please confirm is this issue only reproducible on Windows? Attaching Mac behavior screen-shot for reference.
