Regression: Unnecessary 'Disconnect your Google Account' button is disabled under 'Sign in' section on 'Settings' page.

Issue description

Chrome Version: 55.0.2869.0 (Official Build)333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} 32/64-bit.
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with those credentials which having passphrase enabled.
2. Wait till 'You're now signed in to Chrome' overlay appears and click on 'Settings' link (it's navigate to chrome://settings/syncSetup page).
3. Go to NTP, navigate to chrome://md-settings page and click on 'Sync' option under 'People' section.
4. Enter passphrase in passphrase textbox and click on 'SUBMIT' button.
5. Go back to chrome://settings/syncSetup page, click on 'Cancel' button on 'Advanced sync settings' overlay and observe.

Unnecessary 'Disconnect your Google Account' button is disabled under 'Sign in' section.
'Disconnect your Google Account' button should not disable under 'Sign in' section.

Note: 'Disconnect your Google Account' button doesn't enable after reloading the page also.

This is a regression issue, broken in M-53 series, below is manual regression range.

Good build: 53.0.2776.0  
Bad build: 53.0.2777.0 

Unable to sign in to chromium builds, hence unable to provide narrow bisect info. Below is changelog URL.

Can't reproduce this anymore. It probably got fixed by another patch. TE, can you confirm?
