MD History: Blink of menu promo is seen after clicking on 'Main menu' icon

Chrome Version:55.0.2869.0 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} (32/64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Freshly launch chrome and navigate to chrome://history 
2. Now resize the browser to LHS so as 'Main menu' icon appears in top LHS of page
3. Now click on 'Main menu' icon and immediately observe below it

Actual: Blink of (You can clear your browsing data from this menu)tool tip is seen after clicking on 'Main menu' icon
Expected: Blink of (You can clear your browsing data from this menu)tool tip should not be seen after clicking on 'Main menu' icon

This is non-regression issue,this tool tip (You can clear your browsing data from this menu) is introduced in 'M 55' (55.0.2868.0)

I haven't been able to reproduce this, using new profiles across two different computers.

this is probably a z-index and/or compositor issue

I'm still unable to reproduce, across both Linux and Mac.

Closing the bug, but feel free to comment or reopen if this is still a problem.
