Problems while rendering same CSS file in multiple iframes

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Example URL:

Steps to reproduce the problem:
1: Open the link given above. 
2: Refresh the url.
3: The 1st iframe's CSS gets detached when the 2nd iframe is loaded after 3 seconds.

What is the expected behavior?
The css should not be detached [ The 1st iframe should have the div (red) as same as the 2nd iframe. ]

What went wrong?
Both iframe are referencing the same CSS file from s3 bucket.
When 2nd iframe is loaded after 3 seconds, it requests for the same css file which when loaded detached the CSS from the 1st iframe.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: OS X 10.11.1
Flash Version: Shockwave Flash 23.0 r0

It doesn't break on the 1st load.

Cache-Control:max-age=0 ?
Yes, the Cache-Control:max-age=0 for the header setting. We know that setting it to higher value will fix it. Is it the only solution ? as its working fine in other browsers with the same setting.
Cache-Control:no-cache 
Gives same problem

I can reproduce on stable 53.0.2785.116, but not on Canary. Fixed somewhere?
