Regression: Link text color of chrome://md-settings does not changes to purple after clicking on it.

Issue descriptionChrome Version: 55.0.2869.0 (Official Build) 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} (32/64-bit) OS: Windows (7,8,10), Mac (10.10.5, 10.11.4) Steps: 1. Launch Chrome and navigate to chrome://md-settings. 2. Click on 'Advance' and then click on 'web services' link under Privacy and security(links opens in new tab). 3. Switch back to chrome://md-settings tab and observe 'web services' link. Actual: 'web services' link does not change to purple color after clicking on it. Expected: Link should be in purple after navigating on it. This is a regression issue broken in M-55, will soon update bisect info. Good build:55.0.2868.0 Bad build: 55.0.2869.0
