Non-Regression: Accessibilty options doesn't work in md-settings of CrOS Guest mode

Issue description

Version: 55.0.2866.0/8827.0.0 dev peachpit,parrot,jerry
OS: Chrome os

What steps will reproduce the problem?
(1) Browse as guest >> chrome://md-settings/manageAccessibility and check any checkbox and observe.

Expected: Should be able to enable accessibility options
Actual: Instead nothing happens on enabling any of the accessibility options.

Note: This works fine in signed in user and works fine in normal settings of guest mode.

Raising this as non-regression as in M53 stable browser crashes on going to advanced section in guest mode

Able to reproduce the issue on 55.0.2866.0/8827.0.0 dev peach_pit.

Thus is fixed, probably when we fixed the loading of guest profiles.

Verified on ChromeOS 9000.8.0, 56.0.2924.7
