Regression: In chrome://crashes, unnecessary Crash ID list is seen even if Send Crash report option is unchecked.

Version: 55.0.2869.0 (Official Build) 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, go to chrome://settings and click on Show advanced settings link at bottom.
(2) Now uncheck, 'Automatically send usage statistics report' option and navigate to chrome://crashes.
(3) Observe the chrome://crashes page.

Unnecessary Crash ID list is seen in chrome://crashes even if 'Automatically send usage statistics report' option is unchecked.

Crash ID list should not be seen in chrome://crashes if 'Automatically send usage statistics report' option is unchecked.

This is a Regression issue broken in M-55, will soon update bisect info

This has been changed because we want to allow manual uploads even if crash reporting is disabled. For that we need to show the list of crashes.
