KeyEventWatcher for mus

KeyEventWatcher is introduced in https://codereview.chromium.org/2330403002/
for  crbug.com/120680  on aura, and we need one on mus as well.

mustash: Fix crash when opening system tray menu

Mustash does not yet support KeyEventWatcher, so check for null before trying
to use it.

Crash was introduced in https://codereview.chromium.org/2330403002/
