Unable to launch developer tools from chrome://inspect for connected Android devices

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/43.0.2357.81 Safari/537.36

Steps to reproduce the problem:
1. Connect android device
2. Open Chrome://inspect
3. click on inspect under the device name
4. Chrome developer tool window appears, but it is blank, without any controls and content

What is the expected behavior?
It should open the developer tools and show the controls and debug options along with the device view port.

What went wrong?
Not sure

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 17.0 r0

Hmm, interesting. Could you please provide the versions of chrome on desktop, on device and the URL you see when the page is blank. Build 43 seems to be very old. Thank you.
