Regression: 'Clear all' is not clickable for second instance on 'chrome://downloads/'

Chrome Version:55.0.2869.0 (Official Build) 333a7dd429e44a6562112fc29c667474fa2e92f9-refs/heads/master@{#420536}
OS: Windows (7,8,10)

What steps will reproduce the problem?
1.Launch chrome and navigate to http://www.azurespeed.com/Azure/Download
2.Click on 1-2 download files,click on 'pause' button from list of download bar and then Press ctrl+J.
3.Click on iron icon and then click on 'Clear all'.
4.Repeat step 3 again and observe.

Actual: 'Clear all' is not clickable for second instance and weird flickering is observed.
Expected: 'Clear all' should be clickable and flickering should not be seen.

This is regression issue, broken in 'M 55' and will soon update the bisect info.

Will soon provide the Mac and Linux OS info.

so right now we show the "Clear all" button if there's any downloads showing.  but that's wrong because in-progress downloads aren't cleared when you click "clear all".

i agree this is confusing, but ultimately harmless.

we could do one of 2 things:

1) rename the menu option to "Clear all finished downloads"
2) not show the "Clear all" option when only in-progress downloads are showing

I vote for #1.

either way: reducing priority
