Chrome prints thead more than once per page, corrupting printouts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Example URL:
http://www.mydistrict.net/home/chromeprintbug.html

Steps to reproduce the problem:
1. Load the URL above
2. Open Print Preview
3. Note that on Section 2, <thead> content is duplicated to the top of the first page, overwriting other content, as well as in the correct location.

What is the expected behavior?
<thead> content using display:table-header-group should follow W3 placement recommendations if other content is above it on the page

What went wrong?
The sample page produces 3 tests, which are titled "Section 1", "Section 2", and "Section 3".

"Section 2" is the demonstration of the bug.

The HTML for "Section 1" and "Section 2" are identical. However, they render differently.  The bug only appears to manifest if the <table> is after a page-break.

This code has worked in all browsers for years, including Chromium.  We began receiving reports that it was broken in Chromium several weeks ago.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes I am told that we began receiving bug reports on this issue several weeks ago.

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Could you please explain which part of section 2 renders differently, and how? I tried Chrome and Firefox, but could not identify what are different.
This happens in printing or print preview only.  Not when just regular browser viewing.

I am attaching screenshots.

Thank you for the screenshots, I confirmed on Stable 53.0.2785.116, but no longer reproduces on Canary 55.0.2873.1. This has already been fixed.
