Context menu failed to render and now shows a ghost of a window that won't go away

Issue description

Chrome Version       : 54.0.2840.24
OS Version: 8743.25.0
Device:  elm

Effectively, once.

I think I've seen this issue before but generally at times that I was too busy to report it; I can't remember which device that was at the time so not sure if it was on this or another device, or if it was a device on a public build, or even if it was on CrOS. I seem to recall having reported another occurrence elsewhere, but maybe that's my imagination.
