"Import existing data" not working after signing out of Chrome and switching accounts. |

Issue descriptionENVIRONMENT and STATS Chrome: 54.0.2840.34 REPRO STEPS 1. Sign in to Chrome with account A. 2. Add few bookmarks. 3. Go to settings and click on the account name and click "Add Account.." 4. Add account B 5. Sign out of Chrome from account A. 6. Sign in to Chrome, select account B and click continue. 7. By default "Import existing data" option is checked, click continue and click "OK, GOT IT" in the confirmation dialog 8. Go to Settings> Bookmarks ACTUAL RESULTS No bookmarks are displayed EXPECTED RESULTS Bookmarks added in step 2 are imported and displayed. ADDITIONAL INFO This is not a regression in M54. This is also reproduced in Chrome stable 53.0.2785.109
