Reduce overlapped video frame duration, anticipating spec clarification

Currently, not spec'ed, but a VNext bug is https://github.com/w3c/media-source/issues/166

A test like SourceBufferStreamTest.RefinedDurationEstimates_BackOverlap should pass even if there are no estimated durations in the scenario.
