Harmony - Dropdown buttons should draw their focus rings like buttons

Currently dropdown buttons draw 1px borders instead of 1pt. Per bettes@, it should be 1pt, not 1px.

Additionally per bettes@ (but not yet stated in the spec.), dropdown buttons stroke their border in blue. Instead, they should display a focus ring like TextButtons (2pt light blue outer stroke).

Now that  Issue 649815  has landed I imagine it's easy to make the similar change to dropdown buttons?
