input tag with accept="image/*" should purpose photo and gallery apps on Android

Project Member Reported by acon...@google.com, Sep 22 2016

Issue description

Example URL:
http://www.wufoo.com/html5/attributes/07-accept.html

Steps to reproduce the problem:
1. Go to a page with a accept="image/*" input tag with Android 7.
2. Tap the "choose file" widget.

What is the expected behavior?
Android displays an app selection banner with all apps that can handle images (e.g., camera, gallery, Google Photos).

What went wrong?
Instead, the app selection dialog proposes only Camera and Documents, not Google Photos for instance.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Did this work before? Yes It works with my Android 6.0.1 device.

Does this work in other browsers? Yes

Chrome version: 53.0.2785.124 Channel: stable
OS Version: 7.0
Flash Version:

+ screenshot from Nexus 5X device with Android 7.0, which does not propose Google Photos.
+ screenshot from Samsung Galaxy S5 with Android 6.0.1, which has the expected behavior (i.e., proposes all image apps including Google Photos).

FWIW, I checked Firefox behavior on the same device (Nexus 5X) and the same website (http://www.wufoo.com/html5/attributes/07-accept.html), and I got the expected behavior (i.e., Google Photos is an option). Screenshot attached.
