Color emoji font is not used in the notifications |

Issue descriptionGoogle Chrome 54.0.2840.24 (Official Build) beta (64-bit) Revision 0 Platform 8743.25.0 (Official Build) beta-channel stumpy What steps will reproduce the problem? (1) install Google Hangout extension (https://chrome.google.com/webstore/detail/google-hangouts/ljclpkphhpbpinifbeabbhlfddcpfdde) (2) ask someone else to send a chat message with emoji characters What is the expected output? The emoji in the message should be rendered in the color font. What do you see instead? Fell back to the monochrome emoji glyph. Please use labels and text to provide additional information. See the attached image.

I see that for Chrome-on-Linux, emojis in the web notifications indeed do not show up in color, while on Hangouts app (and app notifications) they do. Assigning to Owen to comment on whether this is Intended behavior for web notifications or a bug.
