Color emoji font is not used in the notifications

What steps will reproduce the problem?
(1) install Google Hangout extension (https://chrome.google.com/webstore/detail/google-hangouts/ljclpkphhpbpinifbeabbhlfddcpfdde)
(2) ask someone else to send a chat message with emoji characters

What is the expected output?
The emoji in the message should be rendered in the color font.

What do you see instead?
Fell back to the monochrome emoji glyph.

I see that for Chrome-on-Linux, emojis in the web notifications indeed do not show up in color, while on Hangouts app (and app notifications) they do. Assigning to Owen to comment on whether this is Intended behavior for web notifications or a bug.

 Issue 473755  looks like the same, and was Wont Fixed (WAI).
