bluetooth: mac: No signal strength indicator for some devices |

Issue descriptionVersion: 55.0.2868.0 (Canary) OS: macOS What steps will reproduce the problem? (1) Go to https://googlechrome.github.io/samples/web-bluetooth/read-characteristic-value-changed.html (2) Click [Read Bluetooth Device's Battery Level] button (3) Bluetooth chooser shows up and is populated by nearby BLE devices What is the expected output? All devices should have an icon (either connected or a signal strength indicator) What do you see instead? Some don't have indicators. It looks like these only appears at the very bottom of the list. And I wonder if it's related to https://bugs.chromium.org/p/chromium/issues/detail?id=630581

We established that devices that were shown without indicators were not necessarily paired devices. We think it might be that once BLE scan stops, it doesn't properly handle pending device discoveries and could explain why some nearby BLE devices don't have indicators.

Note that I can still reproduce with Chrome Canary 58.0.3026.3. Since timeout is longer, issue becomes less visible.
