Non-regression: Should not be able to add person when profile is locked but able to do in Linux from top menu bar

Issue description

Version: 55.0.2868.0 dev
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Sign in to user >> Add/Import Supervised user >> Now exit and childlock parent user >> Try adding new person from user manager window[Error message is seen]
(2) Open added supervised user window >> Now hover above tabstrip and try adding new person from People section.

Expected: When all custodian profiles are locked should see error message and should not be able to add person.
Actual: But in linux we are able to add new person from menu bar.

As per https://bugs.chromium.org/p/chromium/issues/detail?id=630100#c3 one should not be able to add new person when all profiles are locked.

This is Linux specific issue as no menu bar is present for windows.

@mahmadi: Please confirm the behavior.

Able to reproduce the issue on Ubuntu 14.04 using 55.0.2868.0.

Note : Its working fine on Mac 10.11.6.
