Weird notification behavior and background playback pauses for vine.co

1. Navigate vine.co, play some video
2. Press home button, the video should pause
3. Resume video from media notification, the video should resume

Observed:
Bug 1:
After 3, the video pauses again after resume. Seems to be a different issue with  https://crbug.com/649271 

 Bug 2 :
The video is looping, but the media notification shows for one playthrough, and disappears for the next, and then appears again (over and over).

#1 - Could that be that they simply prevent background playback?

For #2, it happens all the time, even if the page is in foreground. Could be a signal issue with media playback state when looping is on.

Ok, then #2 is  bug 515143  :)

I will investigate #1.

I can reproduce #2 intermittently. However, #2 is worse that  bug 515143 . We definitely regressed something here.

zqzhang@, can you have a look at #2?

#2 seems like a race:
- the media playback ends and the notification is told to be hidden - it sends an intent to the notification service to hide
- the new media playback starts and the intent is sent to the notification service to show
- if show is received before hide, the service will hide the notification for the new playback (as we key notifications by the tab id)
