open file instead downloaded

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
Since 2008 this feature miss, you can't speak about security... others browser do this (firefox put downloaded file in temp file and when firefox close the downloaded file are removed) you can read here: http://webapps.stackexchange.com/questions/11973/opening-files-directly-in-google-chrome

What is the expected behavior?
when click on link open file instead download it,,,,or download it but no put it on Download files (directly delete) or put it on /temp files and when chrome close remove all temp file I don't know 

What went wrong?
Actually when we open file directly on selecting "open this file directly and save it" ...the files's open directly BUT the problem is /Download folder always add opened file... please FIX this ONCE !!!!

I did a webapp able to view file docs/docx/outlook when click on link on Internet explorer it works, on firefox it works... and this is the only reason I advice to my BOSS using firefox or ie instead chrome, so please do something !
