Issue descriptionChrome Version : 53.0.2785.116 OS Version: 10.0 URLs (if applicable) : https://scotthelme.co.uk Other browsers tested: Firefox 48.0.2: OK What steps will reproduce the problem? 1. Got to https://scotthelme.co.uk 2. Note there are no (or few) CSP errors in the console. 3. Restart Chrome by using chrome://restart in a new tab. 4. Check the original tab that loaded https://scotthelme.co.uk 5. There are many CSP errors now on that tab related to nonces. What is the expected result? There should be no new CSP errors on the original tab that loaded https://scotthelme.co.uk What happens instead of that? There are new CSP errors on the original tab that loaded https://scotthelme.co.uk UserAgentString: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36 I created a video to demonstrate what I'm seeing: https://youtu.be/9mr0da4pIw8

Interesting. I guess this has something to do with pulling resources out of the memory cache rather than loading them from the network. Perhaps we're not storing the right bits and pieces to reconstruct the request?
