Regression: Navigation to OOBE screen after Chrome logo page is a bit sluggish

Version: 55.0.2866.0/8824.0.0 (Official Build) dev-channel Daisy, Peppy, Blaze
OS: Chrome

What steps will reproduce the problem?
(1) Recover OS via USB>> after successful recovery (past green tick mark)>> observe chrome logo page

Other Repro steps:

1.At OOBE screen shut down the device>> and power on the device>> and observe

Expected: Navigation to OOBE screen, past chrome logo page should be quick (Refer video)
Actual: Instead its going little bit sluggish (Refer video)

This is a Regression issue as it is working fine in M53: 53.0.2785.126/8530.88.0 Stable-channel Peppy

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Peppy using chrome version 55.0.2866.0/8824.0.0

I think this might be a duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=657698 the browser start time dropped quite a bit since 53.
