Language of 'Promote menu button tooltip' does not change in MD history.

Issue description

Chrome Version:55.0.2868.0 (Official Build) b22235a16193be6cfa6e199a5c7a2427a7b505e6-refs/heads/master@{#420217}
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Freshly launch chrome and navigate to chrome://history in narrow mode.
2. Observe 'Promote menu button tooltip' language.

Actual: Language of 'Promote menu button tooltip' does not change
Expected: Language of 'Promote menu button tooltip' should be changed.

This is non-regression issue,this is new feature introduce in 'M 55' (55.0.2868.0)

Note: Issue is not seen on Linux and Mac OS.

Pre-condition:1. Change the browser language to 'Hindi' or any other language. 
              2. Browser window should be in narrow mode.
Status: Untriaged (was: Unconfirmed)
Untriaging it so that it gets addressed.

I believe strings usually get translated only when they reach beta...
Status: WontFix (was: Untriaged)
The string runs through the same localization system as everything else. Please give it a week or two to be translated. Feel free to reopen the bug if it isn't translated after that.
