Regression: Unnecessary two scroll bar is seen at bottom of the history page.

Issue description

Chrome Version:55.0.2868.0 (Official Build) b22235a16193be6cfa6e199a5c7a2427a7b505e6-refs/heads/master@{#420217}
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://history page.
(2) Resize browser window and observe the the bottom of the page.

Actual: Unnecessary two scroll bar is seen at bottom of the history page. 

Expected: No such scrollbar should seen.

his is regression issue, broken in 'M 55' and will soon update the other info:

Good build: 55.0.2867.0
Bad build:55.0.2868.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2867.0 (Revision: 419930).
Bad build: 55.0.2868.0 (Revision: 420217).

You are probably looking for a change made after 420094 (known good), but no later than 420095 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

Tim/Chris/Liu: #menuPromo is absolutely positioned, so it shouldn't be in the flow nor change how the scrollbar works.

I'll look into this soon, BUT it happens once for very small widths, so reducing priority.

I'm unable to reproduce on current master (58.0.3029.0) -- see attached screenshot.
