What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with those credential which have passphrase enabled.
2. Navigate to chrome://md-settings page and observe the 'Sync' row under 'People' section.

'Please update your sync passphrase' message doesn't show under 'Sync' section.
'Please update your sync passphrase' message should shows under 'Sync' section.

This is a regression issue, broken in M-52 series, below is manual regression range.

Good build: 52.0.2740.0 
Bad build: 52.0.2741.0 

Unable to sign in to chromium  build, hence unable to provide the narrow bisect, below is change log URL.
