Can't access site with SHA-1 fingerprint on its certificate

Reported by zhelanov...@gmail.com, Sep 22 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Go on web-site that use certificate with SHA-1 fingerprint on CentOS 7.
2. You'll see "Your connection is not private" error.
3. Click on "Advanced". There is no links like "Whatever! I want to go on site!"

What is the expected behavior?
On Windows systems all you need to do to still get to the site is click on "Advanced" button and then click on link at the bottom

What went wrong?
On CentOS 7 there is no links and no way to go to the site
